Private Road Paving: what the industry says

Where a private road or shared driveway connects to a state highway, the connection is regulated: NJDOT says property owners seeking access to state roadways must apply to NJDOT, and PennDOT issues Highway Occupancy Permits for installing or altering driveways and streets that connect to state highways.

The National Asphalt Pavement Association calls standing water the leading cause of driveway failure and says contracts should spell out drainage responsibilities.
