Asphalt driveway paving and repairs in Broward and Palm Beach
In 14 of the 18 towns All County Paving serves in Broward and Palm Beach, the USDA soil survey rates the most common soil "Very limited" for paved roads, mostly because the water table sits near the surface. The National Asphalt Pavement Association calls standing water the leading cause of driveway failure. All County Paving paves, resurfaces and repairs asphalt driveways here from January to mid-March.

The Colorado Asphalt Pavement Association's driveway best-practices brief, published through the Asphalt Institute, says a base of 6 to 8 inches of crushed aggregate is usually adequate for a residential driveway, topped by a 2-inch asphalt bottom course and a 1.5-inch surface course.
The same brief says a well-designed asphalt driveway gives trouble-free service for up to 20 years, and that new asphalt is best left a few days before it is opened to traffic.
The National Asphalt Pavement Association says a driveway contract should state the pavement thickness, site preparation and drainage responsibilities, the payment schedule and the warranty, and it calls standing water the leading cause of driveway failure.

Repairs and crack filling: what the industry says
SealMaster's crack-repair guidance is to clean cracks of vegetation, dirt and debris, blow them out, and fill them with a hot-pour or cold-applied crack filler, and it says severely cracked areas may need to be removed and replaced with fresh hot-mix asphalt.
The Colorado Asphalt Pavement Association says weak spots, holes and large cracks should be cut out and patched with hot-mix asphalt before an overlay, and that an overlay of 1.5 to 2 inches is usually sufficient.
SealMaster says a program of periodic crack filling and sealcoating can more than double the life of asphalt pavement.

The ground across the 18 towns
The National Asphalt Pavement Association calls standing water the leading cause of driveway failure.
In 14 of the 18 towns, the most common soil in the USDA soil survey is rated "Very limited" in the survey's "Local Roads and Streets" interpretation, which rates soils for building paved roads that carry cars and light trucks all year.
In 16 of the 18 towns, the survey lists "Depth to saturated zone" as a limit for the most common soil, meaning the water table sits close to the surface for part of the year. In 10 of them it also lists "Ponding".
The exceptions are Delray Beach (Pomello, moderately well drained) and Lake Worth Beach (St. Lucie, excessively drained), where the most common soil is rated "Not limited".
Each town page has its full soil table, FEMA flood zones and the town's own permit page.

Who issues the permit for the apron
Palm Beach County Engineering says right-of-way permits are issued by the owner of the roadway. Its Land Development Division issues them for driveway connections to county-owned roads, and it directs questions about city-owned rights-of-way to the city.
For connections to state roads, the Florida Department of Transportation takes driveway applications under its access management rules.
